Spencer Phillips

Executive Director

Spencer Phillips is a passionate arts leader and community builder with over 17 years of experience developing impactful programs, festivals, and creative hubs across the Greater Toronto Area. As the newly appointed Executive Director of UrbanArts, Spencer brings a bold vision rooted in artistic excellence, youth engagement, and inclusive community development.

Prior to joining UrbanArts, Spencer served as Executive Director of Art Starts, where he led strategic initiatives that amplified local artists, revitalized community spaces, and deepened relationships with corporate and grassroots partners. His earlier work at Artscape Daniels Launchpad focused on supporting emerging creative entrepreneurs through tailored programming and mentorship, while his leadership at Artscape Weston Common helped solidify the space as a cultural anchor in Central West Toronto.

Spencer is no stranger to UrbanArts, having previously overseen programming and communications for the organization. His return marks a full-circle moment, combining deep institutional knowledge with fresh energy and a renewed focus on building a stronger creative ecosystem.

In addition to his professional roles, Spencer serves on the Board of AfroWaveTO and the Toronto Arts Council’s Creative Communities committee, championing access and opportunities for artists from underrepresented backgrounds. He is a firm believer in the power of the arts to shift narratives, break cycles, and foster belonging.
